海上丝绸之路”文学发展论坛的讲话

大家好!非常荣幸受邀参加广东省作家协会和广州市人民政府新闻办公室联合主办的“海上丝绸之路”文学发展论坛。此次演讲的议题是“习近平总书记著作的翻译出版和海外推广发行”。如何切实做好总书记著作的翻译出版和海外推广发行工作,我从以下五点进行介绍:

一、习近平总书记著作翻译出版发行的意义和价值

1.满足国际需求,回应世界关切。习近平总书记著作是读懂习近平新时代中国特色社会主义思想、读懂中国共产党、读懂中国的一把钥匙、一扇窗口,也体现了中国智慧和中国方案。

2.讲好中国故事,展现好中国形象。推进习近平新时代中国特色社会主义思想的海外传播,绘制习近平总书记著作对外传播的世界版图,更好增进国际社会对中国的理解认知。

3.继续加大海外传播力度,提升国际影响力。加大海外出版发行和宣介推广力度,拓展重要语种、重点国家的海外传播,实现海外出版发行的本土化。

二、《习近平谈治国理政》第一卷、第二卷多语种出版发行

1. 翻译出版工作。《习近平谈治国理政》第一卷自2014年10月出版发行以来,持续受到国际社会高度关注和广泛好评。目前,我社已与30多个国家的知名出版机构展开第一卷的国际合作翻译出版工作,已出版24个语种、27个版本。《习近平谈治国理政》第二卷多语种合作翻译出版工作于2017年11月正式启动,我社与16个国家的知名出版机构合作,已出版9个语种,11个版本。

2.发行工作。《习近平谈治国理政》第一卷、第二卷多语种图书在全球大量发行。到目前为止,第一卷发行逾660万册 ,第二卷发行逾1300万册,为近几十年党和国家领导人著作发行最高纪录。

三、《习近平谈治国理政》第一卷、第二卷多语种图书编辑特点

《习近平谈治国理政》多语种图书具有对外针对性较强的编写特点。

1.主题鲜明:第一卷设18个主题篇章,第二卷设17个主题篇章。

2.摘编创新:设立标题,精选摘编。  

3.注释丰富:第一卷有300多个注释。

4.索引专业:本书增加索引内容。

四、《习近平谈治国理政》第一卷、第二卷多语种图书翻译工作运行机制及质量保障措施

《习近平谈治国理政》多语种图书翻译分为自主翻译和国际合作翻译。

1.自主翻译。英文、法文、俄文、阿拉伯文、西班牙文、葡萄牙文、 德文、日文等8个文版 。

1)特点:①国际通用范围最广、受众最多②中方具备足够的译者、审定稿专家力量。

③这八个文版为其他语种提供了翻译蓝本。

2)工作流程:

①翻译。尊重原文原义、认真查找专有名词 

②外国专家改稿。按照外宣“三贴近”原则,对译稿进行文字润色加工 

③定稿。熟练掌握对象国语言,对政治术语和专有词汇,认真复核 

2.国际合作翻译工作。韩文、越南文、尼泊尔文、泰文、柬埔寨文、乌尔都文、土耳其文、匈牙利文、蒙古文、意大利文、阿尔巴尼亚文、乌兹别克文、缅甸文和老挝文等14个文版。

1)特点:①目的是为扩大习近平总书记著作的国际影响力、满足对象国读者阅读需求 ②有助于解决对象国缺少能够翻译高难度中文著作的、权威的、深谙两国语言翻译力量的问题 ③无论以何种语言为蓝本进行翻译,最终都是由中方审定稿专家以中文为蓝本进行定稿

2)国际合作翻译团队的遴选原则:使馆推荐、译者一流、改稿权威、定稿顶级

3)目标:重要国家和重要语种全覆盖,建交国家全覆盖,周边国家全覆盖,“一带一路”国家全覆盖 

五、《习近平谈治国理政》第一卷、第二卷宣传推介

1.宣传语

1)第一卷宣传语:了解当代中国的重要窗口,寻找中国问题答案的一把钥匙 

2)第二卷宣传语:解读中国的权威读本,解读中国共产党的权威读本,解读习近平新时代中国特色社会主义思想的权威读本 

2. 海外营销推广的“1+6”模式。

1)举办首发式                                        

2)举行签约仪式     

3)举办研讨会/座谈会                          

4)成立中国主题图书海外编辑部

5)成立中国图书中心                           

6)举办中国主题图书展销周/月

Distinguished guests:

Hello everyone! It’s a great honor to be here at this forum co-sponsored by Guangdong provincial Writers Association and Information Office of Guangzhou Municipal government. My topic is “Translation, publication and overseas promotion of general secretary Xi Jinping’s works” in following 5 points:

Ⅰ. Significance of translating and publishing general secretary Xi’s works

1.Respond to global needs and concerns. As an reflection of Chinese knowledge and approaches, these works can serve as a gateway to know more about China, Communist Party of China and socialism with Chinese characteristics during Xi’s administration.  

2.Show a better image of China. To promote Xi’s ideas and works overseas is a crucial step to better understanding of China by the global community.

3.Increase its global presence. More publication and publicity efforts in major languages and countries can better adapt to local markets.

Ⅱ. Publication and release of  The Governance of China(Volume I&II) in various languages

1.Translation and publication. The Governance of China(Volume I) has gained great attention and popularity since its release in October of 2014. So far, we have cooperated with well-known publishers in more than 30 countries to publish Volume I in 24 languages and 27 versions. Further work on Volume II has been launched since November, 2017. Thanks to cooperation with partners in 16 countries, 11 versions Volume II in 9 languages are available.

2. Release. Up to now, a total of 6.6 million copies of Volume I and 13 million of Volume II have been released, ranking top among works created by party and national leaders.

Ⅲ. Editing features of multilingual The Governance of China(Volume I&II)

Highly targeted to overseas market, editing features of these multilingual books are as follows:

1.Distinctive subjects: 18 themed chapters of Volume I and 17 of Volume II.

2.Innovative method of extracting and compiling: titles to specify selected content.

3.Plentiful notes: over 300 notes in Volume I.

4.Professional indexes: additional indexes.

Ⅳ. Operating mechanisms and measures to ensure quality

    Our work can be divided into independent and cooperative translation.

1.Independent translation covers English, French, Russian, Arabic, Spanish, Portuguese, German and Japanese.

1)Features: 

① Widest scope to reach most readers 

② A strong talent pool of Chinese professionals to translate and finalize.

③  A chief source and best practice for other languages. 

2) Process:

① Translation. Be faithful to the original text and to weigh specific expressions.  

② Revision by foreign experts. To polish up translated texts according to “three principles” of international publicity.

③ Final versions. To review especially political terms and specific expressions by experts of target language.

2.Cooperative translation refers to texts in Korean, Vietnamese, Nepali, Thai, Cambodian, Urdu, Turkish, Hungarian, Mongolian, Italian, Albanian, Uzbek, Burmese and Lao.

1)Features: 

① Our goal is to expand international influence of this work and appeal to readers in target countries.

② The challenge of inadequate translation authorities who can handle with highly sophisticated Chinese works

③ Final versions should be conducted by Chinese experts according to original text regardless of reference languages.

2)Selection principle of of foreign translators: embassies’ recommendation, first-class translators, authorities to polish up and top experts to finalize.

3)Goal: to cover major countries and languages, especially all the countries with diplomatic relations, neighboring to us and along the Belt and Road

Ⅴ. Publicity and promotion 

1.Summary in one sentence

1)Volume I: The key to acquaint with contemporary China and answers to challenges in China 

2)Volume II: The authority to interpret China, the Communist Party of China and socialism with Chinese characteristics during Xi’s administration  

2. The “1+6” mode of overseas marketing
